    The State of Oregon, acting by and through its Housing and Community Services Department (OHCS), is seeking applications with respect to multifamily residential rental housing developments, i.e., Affordable Housing Projects (Projects) whose development, inter alia, will serve statewide Supported Housing for persons with addictions and mental health disorders.

    Eligible applicants are multifamily residential rental housing developments.

    Deadline Details

    The deadline to submit applications was August 29, 2016. A similar deadline is anticipated annually.

    Award Details

    Approximately $20 million is available in total funding. Funding allocations for each housing type is as follows:
    • Supportive Housing for Individuals with a Serious Mental Illness (SMI Supported Housing) - $10 million
      • Metro Oregon: Clackamas, Multnomah, and Washington Counties (Metro) set-aside - $5 million
      • All areas of the State not including Metro Oregon areas (Non-Metro) set-aside - $5 million
    • Supported Housing for Individuals with a Substance Use Disorder (SUD Supported Housing) - $5 million
    • SMI and SUD Supportive Housing - $2.5 million
    • Crisis Respite Housing - $2.5 million

    For SMI Supported Housing, only 25% of the units in a building or complex of buildings may be reserved for SMI tenants, referred by the State or its contractors who shall make good faith, best efforts to facilitate the use of those units by persons with SMI.

    Applicants may request up to 25% of the total development cost of the proposed Project in Mental Health Housing Funds. Funding for Projects will be prorated based on the number of eligible units and the total number of units in the Project, though will not exceed 25 percent of total development costs. Eligible units are those which are reserved for the set-aside populations.
