    Summary

    Community Policing Development (CPD) funds are used to develop the capacity of law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities.

    With this funding, the COPS Office supports projects that allow for the identification and expansion of promising practices and produces knowledge products that follow the principles of good guidance:

    • Quality-driven, with an emphasis on action statements to drive promising practices and reduce variations in performance
    • Evidence-based, with recommendations that are consistent with the weight of the best available evidence identified through systematic review
    • Accessible, with clear language and manageable lengths that are appropriate and relevant for the law enforcement field
    • Memorable, to encourage immediate actions or aid for the complex situations law enforcement professionals face.

    In FY2021, CPD funds may be used to support the following topic areas: 

    • Implementation of Crisis Intervention Teams - The COPS Office is providing pilot grants directly to state, local, tribal, and territorial law enforcement agencies to create or expand the use of crisis intervention teams to embed mental and behavioral health services with law enforcement to better respond to individuals in crisis in the community. These pilot projects will fund activities including overtime for sworn personnel, salaries and contracts for mental health professionals, and costs associated with training for personnel.
    • Crisis Intervention Training Provider - The COPS Office will fund a national training provider to support all law enforcement agencies in creating or expanding crisis intervention teams by developing and delivering online training program for the COPS Training Portal and identifying and developing other resources as needed. The COPS Office anticipates the provider will train a minimum of 5,000 law enforcement personnel (sworn and civilian) in agencies across the country. Finally, the provider will support and work with the cohort awarded through the Implementation of Crisis Intervention Teams subcategory and be responsible for periodic group convenings and developing an implementation guide that highlights promising practices and guidance based on the cohort's experience.

    Additional Information

    Unallowable costs include, but are not limited to:

    • Civilian base salary for the following positions: Administration (e.g., director or program head); Clerical (e.g., secretary or administrative assistant); Accounting (e.g., controller or bookkeeper); Procurement (e.g., purchasing director or stockroom clerk); and Housekeeping and maintenance (e.g., custodial and janitorial, repairman, or grounds keeper);
    • Maintenance and/or service contracts that extend the life of the award period (multiyear contracts and extended warranties are allowable but must be paid in full within the award period);
    • Ammunition;
    • Body armor;
    • Body worn cameras; and
    • Bulletproof vests and accessories.

  • Eligibility Details

    Eligible applicants are all state and local law enforcement agencies, Federally Recognized Indian tribes and their public agencies, public governmental agencies, for-profit agencies, nonprofit agencies, institutions of higher education, and community groups and faith-based organizations.

    Deadline Details

    Applicants are to submit a SF-424 and SF-LLL to Grants.gov by July 7, 2021, at 7:59 PM EDT. Full applications are to be submitted to JustGrants by July 8, 2021, at 7:59 PM EDT. A similar deadline is anticipated annually.

    Award Details

    Up to $10,000,000 is available in total funding for FY2021. Award amounts vary by topic area -

    • Crisis Intervention Teams - Approzimately 33 awards for up to $250,000 each
    • Crisis Intervention Training Provider - One (1) award for up to $900,000 

    Cost sharing/matching is not required. Project periods will extend for 24-months, starting October 1, 2021.
