Process and Technology Improvement Grants support efforts by State agencies and their community-based and faith-based partners to develop and implement projects that focus on improving the quality and efficiency of Supplemental Nutrition Assistance Program (SNAP) operations and processes.
Fiscal Year 2024 Key Objectives Application proposals must include at least one of the following three objectives identified below. Proposals may contain more than one objective.
Modernize SNAP customer service and client communication to improve accessibility, transparency, and responsiveness in processing applications and determining eligibility.
Improve administrative infrastructure and day-to-day SNAP operations in processing applications and determining eligibility.
Invest in technology and systems to encourage cross collaboration and cross enrollment between SNAP and other Federal, State, and local assistance programs.
In addition, proposals must identify how one or more of the following SNAP processes will be improved as a result of the proposed project:
• Timeliness
• Program integrity
• Program access, especially for underserved populations
• Application screening, especially for underserved populations
• Verification
• Administrative cost and burden
• Interview
• Recertification
• Client reporting
• Application intake
• Notices
• Error rates

SNAP Process and Technology Improvement Grants do not support projects that devote more than 25 percent of the requested grant funds to outreach activities, such as informational materials, pure application assistance, screening/pre-qualifying applicants, or whose purpose is to attract SNAP applicants. Further, funds are explicitly for new projects and shall not be used for the ongoing cost of carrying out an existing project.
