    Summary

    The Human Trafficking Victim Assistance Fund (HTVAF) seeks to ensure that Kansas crime victims: are aware of their rights, have their rights protected, are aware of the services available to them, and have access to quality services. The Human Trafficking Victim Assistance Fund was established by the 2013 Legislature (K.S.A. § 75-758) to provide training regarding human trafficking for law enforcement agencies throughout Kansas, and to support care, treatment and other services for victims of human trafficking and commercial sexual exploitation of a child.

    Activities may include, but are not limited to, twenty four hour crisis intervention and support or emergency services; counseling; assistance with compensation claims, medical advocacy, immigration advocacy and associated fees, civil court advocacy (for example, assistance with divorce decrees from originating country), creditors, community referrals and restitution, with the exception that no direct compensation may be paid to a crime victim; prosecutor or court related services; shelter support counseling, social services support and criminal justice advocacy.

    Additional Information

    Funds cannot be used for:
    • Construction or land acquisitions, including mortgage payments;
    • Grant projects that offer a low probability of improving services to victims of crime as determined by fiscal and project audits and grant reviews;
    • Magazine subscriptions, membership dues, etc.;
    • Gift cards or fuel vouchers;
    • Reimbursing mileage expenses in excess of $0.535 per mile or the applicant's approved policy rate, whichever is lower;
    • Attending conferences, training or meetings that occur outside the state of Kansas; or
    • Food except for food purchased with PFA, CVAF and HTVAF grant funds for consumption by clients living in a domestic violence / sexual assault / human trafficking shelter.

    Eligible applicants are units of state or local government, public or private nonprofit organizations.

    Deadline Details

    Applications were to be submitted by May 3, 2022. A similar deadline is anticipated annually.

    Award amounts vary. Cost matching is not required. Funding Period July 1, 2022 to June 30, 2023.
