    Summary

    The Substance Abuse and Mental Health Services Administration (SAMHSA) is accepting applications for fiscal year (FY) 2020 State Opioid Response (Short Title: SOR). The program aims to address the opioid crisis by increasing access to medication-assisted treatment using the three FDA-approved medications for the treatment of opioid use disorder, reducing unmet treatment need, and reducing opioid overdose related deaths through the provision of prevention, treatment and recovery activities for opioid use disorder (OUD) (including illicit use of prescription opioids, heroin, and fentanyl and fentanyl analogs). This program also supports evidence-based prevention, treatment and recovery support services to address stimulant misuse and use disorders, including for cocaine and methamphetamine. These grants will be awarded to states and territories via formula. The program also includes a 15 percent set-aside for the ten states with the highest mortality rates related to drug poisoning deaths.


    Allowable Activities:

    • Develop and implement evidence-based prevention, treatment, and recovery support services to address stimulant misuse and use disorders. Clinical treatment may include outpatient, intensive outpatient, day treatment, partial hospitalization, or inpatient hospitalization.
    • Develop and implement contingency management strategies to engage patients in care. Contingencies may be used to reward and incentivize treatment compliance with a maximum contingency value being $15 per contingency. Each patient may not receive contingencies totaling more than $75 per year of his/her treatment.
    • Support innovative telehealth strategies in rural and underserved areas to increase the capacity of communities to support OUD/stimulant use disorder prevention, treatment, and recovery.
    • Develop and implement tobacco/nicotine product (e.g.: vaping) cessation programs, activities, and/or strategies.

    Additional Information

    Florida's State Opioid Response Project (SOR) is administered through the Office of Substance Abuse and Mental Health (SAMH) in the Florida Department of Children and Families. The populations of focus are individuals that misuse opioids, individuals that experience an opioid overdose, and individuals with opioid use disorders. Florida's goals are to:

    • Goal 1: Reduce numbers and rates of opioid-related deaths.
    • Goal 2: Prevent prescription opioid misuse among young people.
    • Goal 3: Increase access to Medication-Assisted Treatment (MAT) and associated services and supports among individuals with opioid use disorders.
    • Goal 4: Increase the number of individuals and organizations that are trained to provide MAT and recovery support services for opioid use disorders.

    Florida's multifaceted project deploys Behavioral Health Consultants to support child protective investigators and a team of qualified medical professionals to assist with MAT capacity building, training, and technical assistance. Recovery support services include the establishment of residences using the Oxford House® Model, implementation of Recovery Community Organizations, employment of Recovery Oriented Quality Improvement Specialists, and expansion of the Veterans information and referral service, MyFLVet Helpline. SOR funds support curricula development for medical schools and buprenorphine induction programs within hospital emergency departments.


    SOR funds are used to expand the Department's Overdose Prevention Program which distributes and trains on the use of naloxone (Narcan®), the life-saving medication that reverses opioid overdoses; and assists community-based organizations with the development of standing orders, policies, and protocols for community distribution and training. The majority of SOR grant funds are being utilized for methadone maintenance and buprenorphine maintenance because controlled trials demonstrate that these services are most effective at retaining individuals in care, reducing illicit opioid use, and reducing opioid-related mortality. Funds will also be used for extended release naltrexone which blocks the effects of opioids and is approved for the prevention of relapse to opioid dependence. 


    Additionally, SOR funds will be used to implement Recovery Community Organizations (RCOs) with training and technical assistance and start-up funds to help them develop into organizations that are accredited by the Association of Recovery Community Organizations and that have mission statements, strategic plans, independent governance bylaws, Department-approved standards of care, and a sustainable infrastructure.

    The department has allocated SOR funds to each Region in the State to contract for behavioral health services through regional systems of care or Managing Entities.

    Award Details

    Approximately $1,420,000,000 per year in total funding is available (This includes a 15 percent set aside for the ten states hardest hit by the crisis). 59 awards are expected to be distributed. Florida has been awarded an annual allocation of $100,128,003.
